The research is conducted within the field of housing, specifically focusing on rental assistance in the municipality of Rio de Janeiro. Based on an analysis of housing policies implemented in Brazil and in light of neoconstitutional theory, which views housing as a right guaranteed by the Constitution, the goal is to better understand how a program like rental assistance is capable (or not) of ensuring this right to housing in practice. The empirical investigation utilizes data from territories within favelas in Rio de Janeiro.
