Camila Gavazzi Feliz’s Research Proposal Examination, November 05, at 9 a.m.

On Thursday, November 5, at 9:00 a.m., Camila Gavazzi Felix will present her qualifying examination at PPGPUR/IPPUR/UFRJ, based on her research entitled “City of Police: Public Security Infrastructure and Managerial-Militarized Urban Planning”, supervised by Deborah Werner.

The planning and implementation of public security policies over the past two decades (2007–2027) reveal a turbulent landscape that has contributed to the consolidation of a governmental rationality that reshapes both public policies and the city itself. Among the initiatives undertaken during this period is the City of Police, which brings together specialized Civil Police precincts and also houses a training center, a public service facility, and an auditorium for institutional events. This infrastructure has been in operation for over a decade and has become a replicable model that is being disseminated throughout Brazil.

The research hypothesis is that the City of Police, understood as an infrastructure that has been conceived, designed, implemented, put into operation, and experienced by the population, is the product of a form of governmentality that combines militarization and business-oriented management.

Accordingly, this study has two main objectives. First, it seeks to understand the institutional nature of this infrastructure by investigating the founding ideas, the arrangements made for its establishment, its intended objectives, and its practical implications. Second, it aims to examine its effects, that is, what the presence of a City of Police within the city and state of Rio de Janeiro represents.

The methodology includes documentary analysis of institutional materials, including official Civil Police documents, reports, public communications, and media coverage. In addition, data will be collected through interviews with police officers, people who have sought services at the City of Police, public employees, architects involved in the project, activists, and residents of surrounding areas.

The qualifying examination will take place on November 5, 2026, at 9:00 a.m., at the IPPUR Auditorium.

The examination committee comprises Professors Lalita Kraus (IPPUR/UFRJ), Poliana Gonçalves Monteiro (ESDI/UERJ), Clara Polycarpo (PPGS-UFF), and Deborah Werner (IPPUR/UFRJ).
