
Article: Marketization and Neo-Extractivism in Offshore Wind Power Generation in the State of Rio de Janeiro, Brazil – Revista de Geografía Norte Grande
The article, written by Deborah Werner, discusses the regulatory, institutional, and policy measures for the marketization of offshore wind power generation in the State of Rio de Janeiro (ERJ) and its relationship with green hydrogen production. It seeks to debate the territorial implications of the ongoing process in light of the spatial division of labor in the energy sector and neo-extractivism. Given ERJ’s dependence on resources from the oil production chain, renewable sources enhance the development of a new energy frontier, which could potentially alter this dependency in the future—an aspect that justifies initiatives in favor of new energy sources. On the other hand, no structural changes are foreseen that would alter ERJ’s subordinate role in the global energy supply market, reinforcing the neo-extractivist nature that characterizes energy production in the region.
